2012 Property Assessment Update and Four-Year Cycle Phase-in Program

In the fall of 2012, the Municipal Property Assessment Corporation (MPAC) mailed a Property Assessment Notice to every property owner in Ontario with the updated assessed value of their property as of January 1, 2012. (The last province-wide Property Assessment Notice mailing took place in 2008 based on property values as of January 1, 2008).

All property in Ontario is assessed once every four years by MPAC.  Each property is assessed based on the Realty Value (or Current Value Assessment) of the property or what a willing buyer would pay a willing seller for the property on a legislated valuation date.

The Ontario Government mandated a phase-in program where increases in assessed value from the previous assessed value of properties be phased in over four (4) years at 25% each year.  This current phase-in cycle affects the Tax Billings from the 2013 tax year to and including the 2016 tax year.  The phase-in program does not apply to decreases in assessed value which are experienced in the first year.

A new updated assessment value will occur again for the 2017 tax year.  Property Assessment Values will be based on actual realty values as of January 1, 2016 and Property Assessment Notices will be mailed in the fall of 2016. 

The role of placing assessment values on properties in Ontario is solely the responsibility of the Municipal Property Assessment Corporation (MPAC).

Appealing Your Assessment

You have the right to appeal your assessment if you do not believe that it is correct. The process for appealing your assessment is to file a Request for Reconsideration with MPAC. The deadline for submitting a Request for Reconsideration to MPAC is March 31 in any tax year. No assessment values can be appealed after this deadline!  Please make sure that you contact MPAC before the March 31 date in order to appeal.  Forms are available at the Township Municipal Office or can be downloaded from the MPAC website

Request for Reconsideration

Property owners who submitted a Request for Reconsideration and feel that they could not reach a satisfactory assessment value through the reconsideration method can then appeal their assessment to the Assessment Review Board. The deadline to file an appeal with the ARB is 90 days from the date of MPAC’s written decision.
